It has been said that . . .

. . . if you give a man a fish, he will be fed for a day, but if you teach a man to fish, he will be fed for a lifetime.

Well, maybe not: in Pennsylvania, if you want to fish, whether for sport or because you need to feed your family, there are a limited number of days in which you can fish, and you have to pay the Commonwealth for the privilege of fishing. :(

    Then the state can tax his fishing gear, boat or rental, buy a license to eat, be told what fish to catch and keep, and what to throw back, declare bait in some cases as rare and not to be used, and in the end, cheaper to feed you.
